CITY OF PARIS CITIZEN PARTICIPATIOrI PLAN Relative to Community Development Block Grant Program I. Introduction A. Purpose: The purpose of this Citizen Participation Plan is to set forth policies and procedures that will be im- plemented by the City to assure compliance with require- ments for Citizen Participation in the planning and iM- Dlemer.tation of Cornunity Development Block Grant (CDBG) Projects funded by the Ho,ssing ar_d Community Development Act of 1977. B. Policy: The City shall: 1. Provide citizens with adequate information as to the purpose, requirements, eligible activities and avail- able funds of the CDBG Program nrior to preapplication. 2. Hold at least two Dublic hearings to obtain citizen views and input to the program development prior to preapplication. 3. Provide citizens with adequate opportunity to par- ticipats in the development of CDBG applications and their subsequer_t implementation. II, Plan A. The City shall rely upon two modes of communication in its Citizen Participation process. First, the City shall utilize the Public Hearing as a method to disseminate ir.- formation, to obtain views of citizer.s on community needs and to receive proposals. Secondly, the City shall utilize the Planning Comr.lission to critically analyze proposals ard offer alternatives during the plannir.g process. l. The Public Hearing shall be used accordin~ to the following scl:edule for t'-ie specified purposes, a. Prior to submission of the Preapplication, a Public Hearing will be held by the Planning Commission to receive public opinion and sug- gested projects from the general public and the City's Administrative Staff. Legal DTotice of this Public Hearing will be given by publi- cation in the Paris News at Ieast 15 days before the date of the hearing setting forth tne time and place the hearing will be held.
