CER1i~ iCATIUN OF Sf'ECIAL CONDITIO,.~ <br />Project Title: Nighspeed Tcletvpe Network Expansion Program <br />Grantee: North Central Texas Council of Gavernments <br />This is to certify that: <br />1. No other equipment owned by this agency is available for the project. <br />2. Grant funds will not be used to provide reimbursement for the purchase price of <br />equipment already owned by this aCency except through permissible depreciation <br />or use allowance actually charged to this agency. <br />3. If equipment is used for purposes other than this project, the appropriute proration <br />of costs to each activity involved will be erfected. <br />4. Allowability of the cost of equipment purchased with federal funds will be reduced to <br />the extent of resale or recovery value where use of such equipment for carrying out <br />the purposes of the grant project is discontinued (during the life of the project) or <br />use for law enforcement purposes is discontinued (after completion of the project) <br />unless all credit relating to such contingencies as set forfh in Sec;ion C3 af Circular A-87, <br />"Applicable Credit", are epplied to offset or reduce gront charces. Circular A-87 <br />is reprinted in the Appendices section of the Texas Criminal Justice Division publi- <br />cation "Policies and Procedures Governing Action Grants." <br />5. In compliance wifh tlie requirement that federal funds made available under Part C, <br />Title I, Public Lativ 90-351, as amended, be used so as "not to supplant state or local <br />funds", this is to certify that the below described recipient of federal funds under <br />Part C, Title I, Public Law 90-351, as amerded, will use such fvnds to increese <br />state or loccl funds tfiat would, in the cbsence of such federal aid, be made available <br />for law enforcement purposes. <br />6. This law enforcement a~ency agrees to participate in an intensive joint evaluation of <br />radio, landlir,e, and infonnation systems in Texas. The evaluation will be un,der the <br />direction of a State Agency. <br />7. This law enforcement agency anrees to participate in the DP~ Uniform Crime Reporting <br />Program and will comply wirh all or the Program's reporfing procedures. <br />8. This law enforcement acency aarees to comply with all federal cnd state legislation, <br />regulations, guidelines, and procedures relating to `he security and privaey, aeeuraey, <br />completeness, and timeliness of criminal inFcrmation. <br />
