RESOLUTION NO. 1719 , <br />WHEREAS, under the authority of the Watershed Protection <br />and Flood Prevention Act (Public Law 566, 83rd Congress, 68 Stat. <br />666) as amended; the Lamar County Water Control and Improvement <br />District #3 (Pine Creek) has made application to the Secretary of <br />Agriculture for assistance in preparing a plan for works of im- <br />provement for the Pine Creek Watershed, Lamar County, Texas; and, <br />WHEREAS, the responsibility for administration of the <br />Watershed Protection and Flood Prevention Act, as amended, has <br />been assigned by the Secretary of Agriculture to the Soil Conservation <br />Service; and, <br />WHEREAS, there has been developed through the cooperative <br />efforts of the Sponsoring Local Organization (Lamar County <br />WCID #3 - Pine Creek) and the S. C. S. , a mutually satisfactory <br />plan for works of improvements for the P. C. W. , State of Texas; <br />and, <br />WHEREAS, a major portion of the mutually agreed upon <br />works of improvements has been accomplished in the past 10 years; <br />and, <br />WHEREAS, certain modification or revisions of the work plan <br />are deemed to be mutually beneficial to achieving the sponsors ob- <br />jectives to the City of Paris and the citizens of the county and city; <br />and, <br />WHEREAS, recent studies and investigations have confirmed <br />the feasibility of adding flood storage to the City's Lake Crook by <br />installing a concrete pipe principal spillway which would lower the <br />maximum 476. 0 permanent water level to 473. 5 mean sea level, to <br />achieve flood storage; and, <br />WHEREAS, under Publ.ic Law 566, the Soil Conservation <br />Service agrees to install said concrete spillway at no expense to the <br />city when the work plan revision is completed and approved by the <br />State Conservation.ist, and detail plans and contract specifications <br />are completed and acceptable to the city engineers and the City <br />Council; and, <br />WHEREAS, the Lamar Co. W. C. I. D. Board of Directors <br />agree to release waters from flood detention structures above <br />Lake Crook .in case of an emergency water shortage; and, <br />WHEREAS, the modificat.ion of Lake Crook by installation of <br />said concrete spillway would facilitate down stream channel im - <br />provements beneficial to the city sewage disposal lines and outflow <br />channel at no expense to the city; and, <br />WHEREAS, the Soil Conservation Service would vegetate to <br />control erosion, areas denuded by the lower.ing of the permanent <br />water level to elevation 473. 5; and, <br />WHEREAS, the W. C. I. D. #3 would participate in the main- <br />tenance and operations of the prepared spillway if requested by the <br />City; NOW, THEREFORE, <br />
