MINUTES OF THE SPECIAL MEETING OF THE <br />CITY COUNCIL ARCHER'S FOR CHRIST LEASE REVIEW <br /> COMMITTEE <br /> AUGUST 23, 2001 <br /> <br />The City Council Archer's for Christ Lease Review Committee met in <br />special session, Thursday, August 23, 2001, at 4:00 P.M. Chairman <br />Richard Manning, called the meeting to order with the following members <br />present: Mayor Michael J. Pfiester and Councilman John F. Bell. Also <br />present were City Manager Michael E. Malone, City Attorney Larry W. <br />Schenk, and Mattie Cunningham, City Clerk. <br /> <br />Chairman Manning announced that the meeting was called for the <br />purpose of discussion of Option 2 of the Lake Crook Master Plan and its <br />relationship to a proposed lease between the City of Paris and Archers for <br />Christ. <br /> <br />Steven Pearson with the Archer's for Christ was present giving the <br />Committee a copy of their bylaws and explaining that the way they handle <br />the club in general is through the bylaws. The membership cost is twenty <br />dollars for an individual, and a family membership is twenty-five dollars. <br />Mr. Pearson advised that they have an access permit, which is ten dollars, <br />and advised that most citizens can afford these fees. Mr. Pearson advised <br />that the membership obligates that person or family, by their word, to <br />serve a minimum of eight hours of range maintenance and/or other club <br />projects. Mr. Pearson said there is also an eligibility requirement to have <br />an access permit. You have to be a member, and participate in two <br />scheduled club's projects a year. Mr. Pearson pointed out that the reason <br />for this requirement is that anyone one can show up at the range season, <br />pay ten dollars, and hunt like anyone else. Mr. Pearson advised that they <br />were implementing a hunter's safety course, which is the standard course <br />for the State of Texas. <br /> <br />Mayor Pfiester stated he wanted everyone to play by the rules and have an <br /> <br /> <br />
