RESOLUTION NO. 1558 . <br />WHEREAS, the management of solid waste disposal is of vital <br />concern to the residents of the City of Paris; and, <br />WHEREAS, the City is desirous of planning solid waste disposal <br />in order to prevent the same becoming a serious health hazard to the <br />residents of the City and surrounding area; and, <br />WHEREAS, the City Council authorized the application for plann- <br />ing assistance for management of solid waste disposal; and, <br />WHEREAS, the City Council finds that legislative action is need- <br />ed to implement a solid waste system for the City and surrounding <br />rural and urban areas; NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, That Senator A. M. Aik in, Jr. and Representative <br />George Preston be and they are hereby respectfully requested to <br />sponsor legislation before the legislative bodies of the State of Texas <br />which would accomplish the following: <br />(1) Create a solid waste authority to be known as the <br />North East Texas Solid Waste Management Authority <br />with original jurisdiction in all incorporated and un- <br />incorporated areas in Delta, Lamar and Red River <br />Counties and providing for expansion of jurisdiction <br />to contiguous counties or to individual incorporated <br />cities within contiguous counties upon agreement of <br />all member entities. <br />(2) Provide for such authority to be governed by a board <br />that shall be composed of representatives from the <br />member entities as follows: <br />(a) one member shall be appointed from each city <br />and county <br />(b) one additional member shall be appointed from <br />each city for each 5,000 population or portion <br />thereof in excess of 4,999 as reported in the <br />latest U. S. census <br />(c) one additional member shall be appointed from <br />each county for each 5,000 population or por - <br />tion thereof living outside incorporated cities <br />in excess of 4, 999 as reported in the latest <br />U. S. census <br />(3) To grant such authority the power to contract with <br />state and federal authorities and to contract for <br />solid waste management services and to contract <br />with member cities and counties to fix the types of <br />services to be rendered and the fees to be charged <br />property owners for occupied residences, businesses <br />or industries, and the method of payment and <br />collection. <br />
