RESOLUTION NO. 1444
<br />WHEREAS, the City Council of the City of Paris, Paris,
<br />Texas, did heretofore, on the 27th day of May, 1970, authorize
<br />the participation in a County-Wide or Regional Water Follution
<br />Abatement study, to be made by the Engineering Firm of Hayter
<br />Engineering, Paris, Texas; and,
<br />WHEREAS, the City Council of the City of Paris, did, by
<br />Resolution No. 1376, passed on the 8th day of June, 1970, au-
<br />thorize the Firm of Hayter Engineering to make a study with
<br />recommendations as to the City of Paris' requirements for
<br />sewage treatment in order to comply with an order of the Texas
<br />Water Quality Board; and,
<br />WHEREAS, the engineering report and recommendations, pre-
<br />pared by Hayter Engineering, recommending a new 4.61 MGD Sewage
<br />Treatment Plant, to be located on City of Paris property approxi-
<br />mately five miles North of Paris, with the recommendations of
<br />the Sewage Treatment Committee appointed by the Honorable Mayor
<br />for the purpose of reviewing the same, recommending the approval
<br />of said report, should be, in all things, approved; and,
<br />WHER EAS, in order to finance the new Sewage Treatment
<br />Plant, it will be necessary, and Hayter IIzgineering is hereby
<br />authorized, to prepare and submit necessary applications to the
<br />Texas Water Quality Board and Ihvironmental Protection Agency
<br />for PL-660 grants, to Texas Water Quality Board and Texas Water
<br />Development Board for loans, and to Texas Water Quality Board
<br />for an amendment to the Waste Water Permit of the City of Paris;
<br />and,
<br />WHEREAS, in order to complete said project, the Mayor of
<br />the City of Paris, James W. Farris, and his successors, should
<br />be authorized to execute any applications or agreements in
<br />connection with said project; and,
<br />WHEREAS, the City Manager of the Cityof Paris, C. L.
<br />Walker, should be designated Project Representative and be au-
<br />thorized to execute and deliver on behalf of the City of Paris
<br />the necessary communications, instruments and documents necessary
<br />for the completion of said project; and,
<br />WHER EAS, Robert G. Day, of Rowles, Winston & Co., Inc.,
<br />Investment Bankers, shouldbe appointed Fiscal Agent f or the City
<br />of Paris on this project; NOW2 THIIZEFORE,
<br />SE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS, AS FOLLOWS;
<br />1. That the engineering report and recommendations of
<br />Hayter Engineering, as reviewed and approved by the Sewage
<br />Treatment Committee, providing for a new 4.61 MGD Sewage
<br />Treatment Plant, to be located on City of Paris property approxi-
<br />mately five miles North of Paris, be, and the same is hereby, in
<br />all things, appro ved.
