RI:SOLUTION NO. 1370 <br />WHEREAS Title VII of the Housing Act of 1961, as amended, <br />provides for the making of grants by the Housing and Home Finance <br />Administrator to States and local public bodies to assist them in <br />the acquisition and development of permanent interests in land <br />for open-space uses where such assistance is needed for carrying <br />out a urified or officially coordinated program for the provision <br />and development of open-space laxld as part of the comprehensively <br />planned development of the urban area; and, <br />W:~FREAS the City of Paris desires to acquire and develop a <br />fee simple interest in and to certain land within the corporate <br />limits of the City of Paris, Lamar County, Texas, described in <br />two tracts: <br />FIRST TRACT: Being Lots No. 2, 51 61 7, 9, 11, 12, 13, <br />16 an d 17 and part of Lots No. l, 82 142 15 and 18 of <br />City Block No. 174A. <br />SDCOND TRACT: Being Lots No. 12 through 22 of Block 1 <br />of the Looke Addition to the City of Paris and that <br />portion of 14th Street, N. W. lying adjacent to the <br />West Side of said lots and the alley lying adjacent to <br />the East Side of said lots. <br />which land is to be held and used for permanent open-space land <br />for parks for recreational use; and, <br />WHEREAS Title VI of the Civil Rights Act of 1964, and the <br />regulations o.f the Housing and Home Finance Agency effectuating <br />that Title, provide that no person shall be discriminated against <br />because of race, color or national origin in the use of the land <br />acquired and/or developed; and, <br />VJHIIZEAS it is recognized that the contract for Federal grant <br />will impose certain obligations and responsibilities upon the City <br />of Paris and will require among other things (1) assurances that <br />families and individuals displaced as a result of the open-space <br />land project will be relocated into decent, safe and sanitary <br />housing, (2) compliance with Federal labor standards, and (3) <br />compliance with Federal requirements relating to equal employment <br />opportunity; and, <br />WHEREAS it is estimated that the cost of acquiring said in- <br />terests will be $11,000.00; and, <br />WHERFAS it is estimated that the cost of development of said <br />land will be $14,000.00; and, <br />WHEREAS, considering the advantages, disadvantages and limi- <br />tations upon the use, and accepting the requirements tilaced upon <br />such a program, it is deemed that it will be to the best interest <br />of the City of Paris that it embark upon an open-space land pro- <br />gram as so authorized; NOW, THER EFORE, <br />
