RESCLUTION NO. 1334 <br />WHEREAS, it having been brought to the attention of the <br />City Council of the City of Paris, Paris, Texas, that in <br />accordance with Vernon's Annotated Civil Statutes, Article <br />999b, which requires that an officer of each municipality be <br />authorized by resolution in order to, upon request for assist- <br />ance by another county or municipality, declare a state of <br />civil emergency in such other county or municipality where <br />there exists a need for the services of additional law en- <br />forcement officers to protect the health, life and property <br />of such other county or municipality, its inhabitants, and <br />the visitors thereto, by reason of a riot, unlawful assembly <br />characterized by the use of force and violence, or threat <br />thereof, by three or more persons acting together or without <br />lawful authority, or during time of natural disaster or man- <br />made calamity, before such assisting officers may be sent in <br />aid with full powers and authority; and, <br />WHEREAS, the City Council of the City of Paris is of the <br />opinion that the person best qualified to declare such state <br />of civil emergency is Loyd Mathews, Chief, Paris Police <br />Department; and, <br />WHEREAS, it is deemed necessary that the City of Paris <br />act under Vernon's Annotated Civil Statutes, Article 999b, <br />and designate such Chief of Police as the authorized officer <br />to, upon request for assistance by another county or munici- <br />pality, declare such state of civil emergency, since the <br />City of Paris has entered into an agreement for mutual aid <br />with sister cities in its area; NOW, THEREFOR E, <br />BE IT RFSOLVED BY THE CITY COUNCIL OF THE CITY OF PAR7S, <br />PARIS, TF.xAS, That Loyd Mathews, Chief, Paris Police <br />Department, be, and he is hereby authorized to, upon request <br />for assistance by another county or municipality, declare a <br />state of civil emergency in another county or municipality <br />when, in his opinion, there exists in such other county or <br />municipality a need for the services of additional law en- <br />forcement officers to protect the health, life and property <br />of such other county or municipality, its inhabitants, and <br />the visitors thereto, by reason of riot, unlawful assembly <br />characterized by the use of force and violence, or threat <br />thereof, by three or more persons actin g together or without <br />lawful authority, or during time of natural disaster or man- <br />made calamity. <br />Passed and adopted this lst day of October, 1969. <br /> <br />R.
