RESOLUTION '_~O. 1154 . <br />WHEREAS, the City Council has recently entered into a contract with <br />the Engineering Firm of Forrest and Cotton, Inc., of the City of Dallas, to <br />make certain water and sewer and water treatment improvements for the City <br />of Paris, and among said improveme.nts is an additional Water Treatment Piant <br />to be constructed for the City of Paris; and, <br />WHEREAS, the Engineering Firm of Forrest and Cotton, Inc. has <br />recomrnended in a letter dated September 27, 1965,-to the City Council that the <br />new W:ater Treatment Plant use the microfloc multi-media filters in said Water <br />Treatment Piant; and, <br />Wl3EREAS, said Engineering Firm has advised the City Council that the <br />filters can be so constructed that if the microfloc multi-media filters should <br />fail to work, that they could be replaced with conventional rapid sand filters <br />with very little expense; and, <br />WHEREAS, said Eagineering Firm iias advised the City of Paris that <br />the State Health Department has agreed to make a limited approval of this <br />media, providing the following conditions were met: <br />(1) That the City officials will provide an official document <br />setting forth that they are aware that presently no installa- <br />tions using these treatment concepts exist in our State, and <br />that certain risks may be involved. <br />(2) That the manufacturer or supplier of the equipment will <br />assure the City officials by providing a performance bond <br />valid for one year that efficiency as anticipated will be <br />acco mpli shed. <br />NOW, THEREF0RE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF PARIS, TEXA5, That the City officials of the City of Paris are <br />aware that certain risks are involved in the use of the proposed microfloc <br />multi-media filters, and that the City of Paris will require a performance <br />bond from the manufacturer or supplier that they will pick up the equipment <br />and return the money paid to them by the City of Paris, in the event that same <br />are not capable of accomplishing the purpose for which purchased, and the <br />City of Paris agrees to replace such microfloc multi-media filters with con- <br />ventional rapid sand filters in the event the same do not produce water that is <br />fully approved by the State Health Department, and that the City of Paris will <br />meet any requirements made by the Department of Health with reference to <br />records and other information required of the City of Paris by the State Health <br />D-apartment during the testing period of the proposed microfloc multi-me.dia <br />filters, and the Engineering Firm of Forrest and Cotton are authorized and <br />directed to proceed with the contract for the installation of said microfloc <br />m-tzlti-media filters and the plans and specifications for the building of said <br />W ater Treatment Pi-Lant. <br />Passed and adopted this 29th day of Septo6m er, A.
