<br />the Fire Department, the Fire Marshal, and the Head of the De:partment of Fablic
<br />Works, proceed to call a hearing, to notify the defendants, and if any occupants
<br />of the property, and to notify such owners whose residence is not known by pub-
<br />lishing the same in the newspaper as required by law, and after such hearing to
<br />report their findings to the City Council in accordance with Ordinance No. 1470
