DRAFT <br />LISA\ORDINANCES\CLTRRENT\Redistricting Plan Ord <br />September 5, 2001 <br />ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, ADOPTING A REDISTRICTING PLAN FOR CITY <br />COUNCIL DISTRICTS IN THE CITY OF PARIS, TEXAS; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the 6th <br />day of September, 2001, consider the issue of periodic redistricting of City political boundaries; and, <br />WHEREAS, the City Council has, in due time, given deliberate consideration to the legal <br />issues and of governmental duties imposed by state and federal law; and, <br />WHEREAS, the City Council has commissioned and has received an Initial Assessment <br />by qualified professionals experienced in the field of redistricting law for the purpose of making a <br />preliminary determination of population distribution between the seven City Council Districts, and <br />the obligation to comply with "one-person-one-vote" balance as required by applicable state and <br />federal law; and, <br />WHEREAS, this assessment has been filed of record in the minutes of the City Council of <br />the City of Paris and is also incorporated by this reference, and, based upon this assessment, the City <br />Council recognizes the legal duty to redraw political boundaries to comply with applicable law; and, <br />WHEREAS, after convening a Public Hearing for comment upon any and all proposed <br />plans, and after meeting in open session for the purpose of considering alternatives available to the <br />City for the modification of existing political boundaries in a manner designed to achieve both <br />acceptable levels of numerical balance between the City Council Districts, and to protect the voting <br />rights of all residents of the city of Paris, the City Council has determined to adopt the redistricting <br />plan attached to this Ordinance in map and data form; NOW, THEREFORE, <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in all things <br />approved. <br />Section 2. That the Redistricting Plan depicted in the maps and data attached to this <br />Ordinance is hereby approved and adopted by the City Council of the City of Paris, Paris, Texas. <br />Section 3. That a submission of this plan, along with supporting maps, charts and/or data, <br />will be made to the United States Department of Justice pursuant to Section 5 of the Voting Rights <br />Act of 1964, 42 U. S. C. § 1973 . <br />
