Demolition Process <br />1. Substandard structure is identified and tagged by Code Enforcement. (Sec 7-48) <br />2. Substandard structure is sent to Historic Preservation to determine if the structure can be <br />sent through to Buildings and Standards Commission (BSC)(Sec. 7-50) <br />A. HPC determines whether or not a structure is historically significant. If the structure <br />is deemed historically significant, HPC can stop the structure from being demolished. <br />If the structure is deemed not to have historical significance, HPC will send the <br />structure to Buildings and Standards for demolition. HPC may also send a <br />historically significant structure through to Buildings and Standards with the int:ention <br />of only REPAIRING the structure. <br />3. Substandard structure is sent to BSC (Sec 7-49) <br />A. Structure is researched on the appraisal district website and County Courthouse <br />website to determine ownership and lien holders. <br />B. Violation Notice is sent to property owner and lien holder. Violation Notice states <br />nature of violation, address of violation, notice of hearing, actions necessary to <br />correct violation, etc. Violation Notice is sent out ten (10) days prior to BSC rneeting <br />by certified mail. <br />C. Structure(s) is posted in the Paris News. Posting includes address of structure, owner <br />information, time and date of ineeting, nature of violation, etc. This is done at least <br />ten (10) days prior to BSC meeting. <br />D. Structure(s) are taken before the BSC. <br />1. Structure is presented to the BSC by Code Enforcement. Owner may also present <br />their intentions to the BSC at this time. <br />2. BSC deliberates and votes on structure. <br />3. Orders are placed on the structure. Orders state the necessary actions, and amount <br />of time given, to bring the structure/property into compliance. <br />4. Orders are signed by BSC and Assistant City Attorney <br />E. Orders are sent to owners and lien holders by certified mail. Orders are also posted in <br />the Paris News and filed at the County Clerk's Office. This is done within ten 1(10) <br />days after the BSC meeting. <br />1. If the Orders of the BSC are not followed: Code Enforcement sends a non- <br />compliance notice to owners and lien holders stating that City can now take action <br />against the structure/property (Sec 7-54) <br />a. Demolition- Code Enforcement requests utility services removed, which <br />can take up to 6 weeks. Once services have been removed, work orders are <br />generated and given to demolition contractor. Once the structure is <br />demolished, Code Enforcement files a lien against the property at the <br />County Clerk's Office. <br />b. Legal Action- Civil penalties may be assessed, or owners could be taken <br />to municipal court. <br />2. If the Orders of the BSC are followed: Case closed. <br />.11. L-k <br />
