` • • A RESOLUTIORT iV o. 512 WHEREAS, the City Council of the City of Paris, Texas, held a duly autr.orized meeting on the IOth day of October, 1949, ard at such meeting the following entitled resolution was passed and adopted, "A Plesolution Finding and L'eclaring that there exists a need for The Housing Authority of trie City of Paris, Texas, to funetion"; and at the same meeting of said City Council the following motion was duly made and adopted by the said City Council: "A motion was introduced by Councilman Williams and seconded by Councilman Kuykenda7l that the following citizens of the City of Paris be appoint,ed to serve as Commissioners of the Housing Authority of the City of Paris, Texas, and to serve as follaass Maury Robinson and Gilbert Cecil, one year. Jess dlford, John Scarborough and Hioss mlilson, 2 years. The motion carried w ith 7 ayes.n and ~tiHEBEAS, by resolution passed by the City Council of the City of Paris on November 28, 19490 the application of the Housing Authority of the City of Paris, Texas, for a areliminary loan was approved by said Ci.ty Council; and WTEFtEAS, a resolution entitled "A Resolution Approving Cooperatiori Agreement With The Housing Authority of the City of Paris, Texas, for Development of 200 Low-Rent Housing Units and Authorizing the executi.on of such Agreement" was duly passed by the City Council of tr.e City of Paris on March 27, 1950; a nd WHEt2EAS, Noss Wilson tendered his resignation as such Commissioner- on October 21, 1950, because he had moved out of the City of Paris and such resignation was duly accepted ar_d Bedford B. Harlan was duly and regularly appointed to serve the unexpired term of the said Moss Wilson; a nd WHER.EAS, on the day of February, 1952, Gilbert Cecil resigned as a Commissioner of the Housing Authority of the City of Paris, Texas; a nd 'rJHEREAS, the Yayor of the City of Paris thereafter undertook to r.mke appointments to the board of Commissioners of the Housing Authority of the City of Par is, Texas, without authorizstio n from, concurrence o.f or action by the city council of the City of Paris; and WHEREAS, such appointments undertaken to be made by the Nayor are ineffective anci vaid;
