Expansion of the consent agenda can also help, especially on items that tend to be <br />ministerial only (i.e. if the requirements are met, you must vote yes). <br />We have already reduced the number of items that are approved using resolutions, thereby reducing <br />attorney time and paperwork, but for the most part this does not reduce the number of items on the <br />agenda. Among the things the council may want to consider changing are: requiring the reading of <br />ordinances twice before adoption (the council usually ends up doing this anyway), conducting the two <br />required public hearings related to annexation and disannexation on separate nights, requiring expenses <br />of $15,000 to come before the council, setting staffing numbers by rank in the fire and police <br />departments, requiring the council to approve all plats regardless of type or complexity, and adopting <br />certain contracts by ordinance rather than simple motion. <br />This is a discussion item only.
