COST: There is a possibility of cost associated with adopting a certification and registration procedure. While
the legislation provides for a permit application fee not to exceed $50.00 for each animal registered or $500.00
for each person registering animals, regardless of the number of animals owned by the person, the City will
incur costs associated with printing of application forms and certificates regardless of whether anyone ever
actually applies for such a permit. There will also be administrative expenses associated with administering
the program which include processing applications, granting or rejecting applications, holding hearings if so
requested by a person to whom a permit was denied, and record keeping.

SCHEDULE: Should the Council wish to adopt an ordinance pursuant to HB 1362, such ordinance
must be adopted prior to December 1, 2001. This will necessitate a special meeting of the Council to
consider and adopt the ordinance.

COUNCIL DATE: Consider at the Council's regular meeting on November 12, 2001.

ADDITIONAL MATERIALS: See HB 1362 attached hereto.
