RESOLUTION NO. 2012-078 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ACCEPTING A PROPOSAL FROM PARIS LIVING, INC. FOR MANAGEMENT SERVICES FOR THE HOMEBUYER ASSISTANCE PROGRAM FUNDED THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBjECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris, Texas qualifies for grant funding from the Texas Department of Housing and Community Affairs for Homebuyer Assistance through the TDHCA Reservation System; and, WHEREAS, the City of Paris did heretofore advertise for Management Services for the City's Homebuyer Assistance Program funded through the TDHCA Reservation Grant System, said proposals were received until 3:00 p.m., Tuesday the 14� day of August 2012; and, WHEREAS, only one proposal was received by the City and that was a proposal dated August 3, 2012 from Paris Living, Inc., 2800 Lamar Ave., Paris, Texas 75460, a copy of which is attached hereto as Exhibit "A"; and, WHEREAS, the Engineering, Planning & Community Services Department has reviewed the proposal for Management Services submitted by Paris Living, Inc., and recommends that the City Council accept the Proposal for Management Services from Paris Living, Inc. for the TDHCA Home Buyer Assistance program, TDHCA Contract No. 1001288. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble of this resolution are hereby in all things approved. Section 2. That the proposal of Paris Living, Inc. to provide Management services for the Homebuyer Assistance Program and TDHCA Reservation System under TDHCA Contract No. 1001288 is hereby accepted. Section 3. That the City Manager of the City of Paris is hereby, authorized and directed to execute, on behalf of the City of Paris, all necessary documents with Paris Living, Inc. substantially in accordance with the Proposal attached hereto as Exhibit "A". Section 4. That this resolution shall be effective from and after the date of passage. PASSED AND APPROVED this 10th day of September, 2012.
