D Equal Opportunity/Section 504 Requirements <br />• Wlvle Paris Living understands that the City is familiar with federal Equal Employment and <br />Section SU4 Regulations, Paris Living will undertake to ensure thaf those regularions are met <br />during the execution of the TDHCA funded program and will be available to advise the City on <br />issues regarding those rules and regulations. Paris Living understands that the City's <br />Homebuyer Assistance Progi'am is essentially a financial program designed to enabie low <br />income families to become first time homebuyers. However, although rare, there may be <br />occasions wherein the house being purchased is new construction. In those instances, Paris <br />Living will make itself available, on behalf of and at the request of the City, to homebuilders <br />and deveIopers whose houses become a part of the program on an as needed basis respond to <br />equat employment and Section SQ4 issues, should any arise. <br />➢ Labor Standards �nd Monitoring <br />• In the instance where monitoring of labor standards becomes a requirement of this program <br />and the City, Paris Living understands that the City may have employees tasked with <br />monitoring I,abor Standards. If, however, the City desires Paris Living to perform those <br />monitoring activities, then Paris Living will be pleased to offer monitoring scrvices to the City <br />for a negotiated flat rate or at the at the Paris Living normal consulting rate of $90.00 per hour. <br />➢ Section 3 �pportunities <br />• Paris Living is not a Section 3qualified organization. However, Paris Living will, wherever <br />possible, encourage the hiring of, or contracting with, local individuals or companies that <br />meet the Section 3 definitions. Pairs Living wIIl compile any periodic reports on Section 3 <br />activities and accomplishments as may be required by TDHCA for approval and submission <br />by the City. <br />➢ Affordable Iiousing Down Payment <br />• Paris Living will continually work with the lenders and Realtors to provide the homebuyer <br />assistance to families at lower median incomes. Althougti the program can assist families with <br />household incomes equal to 80% of the area median income by family size, Paris Living <br />understands the City's desire to assist families in the lower income strata. Paris Living wifl <br />continually encourage participating lenders to assist lower income families. This will be an <br />ongoing effod throughout the program and will be done through the lender's training and by <br />telephone. Historically, homebuyer assistance programs managed by Paris L�ving's Executive <br />Director have averaged assisting families at 60% of the azea median income. <br />➢ Contract Close Out Assistance <br />. Paris Living will assist the City in its contract close out process by completing all the <br />required forms on behalf of the City, interfacing with TDHCA on any issue that might preciude <br />an appropriate closure to tl�e program and delivering all the files to the City for long term <br />skorage. <br />➢ Additional Services <br />• Paris Living wi.11 provide any and all other services as may be required by the City and that <br />Paris Living has the ability and expertise to perform If any additianal services are required, <br />they wilI be perfornted at the spacific request and direction of the City. Unless negotiated at a <br />flat project rate, fees far said additional services will be billed at the Paris Living nortnal <br />consulting rate of $90.00 per hour. <br />
