RESOLUTION N0. 2012-081 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />APPROVING AN APPLICATION FOR FUNDING THROUGH THE TEXAS <br />DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND MAIN STREET <br />PROGRAM; MAKING OTHER FINDINGS AIVD PROVISIONS RELATED TO <br />THE SUBjECT; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City Council of the City of Paris, Texas desires to develop a viable <br />urban community, including a suitable living environment and expanding economic <br />opportunities, principally for persons of low-to-moderate income; and, <br />WHEREAS, the downtown area has a predominance of buildings, curbs and <br />sidewalks that are deteriorated due to age, lack of drainage and other reasons, which <br />qualify it as slum or blighted. Certain conditions exist which represent a threat to the <br />public health and safety (i.e. deteriorated roadway and sidewalks, sidewalks with no <br />handicap ramps, no storm water drainage); and <br />WHEREAS, it is necessary and in the best interests of the City of Paris to apply for <br />funding under the Texas Community Development Block Grant Texas Capital Fund Main <br />Street Program; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS, THAT: <br />Section 1. The findings set out in the preamble to this resolution are hereby in <br />all things approved. <br />Section 2. The City Council hereby designates the following blighted area as the <br />Paris Downtown Area as it applies to the Texas Capital Fund Main Street Program Grant <br />Application: The new project limits will be on both sides of Bonham Street between 1St <br />Street S.W. and 2nd Street S.W., a map of which is attached hereto as Exhibit "A." <br />Section 3. The City Council has reviewed and hereby approves an application <br />for: <br />Texas Capital Fund Main Street Program funds $150,000 <br />Section 4. The City Council has reviewed and hereby agrees to comply with all <br />assurances executed in connection with the application and, if funded, the award. <br />Section 5. The City Manager be, and is hereby authorized and directed to act on <br />the City's behalf in all matters pertaining to this application. <br />
