�#�. <br />P��l� <br />r Texas —� <br />2012-2013 Budget <br />Department 11 <br />City Council <br />The City Council is the legislative body of the city. As the elected representatives of the citizens of Paris, the City <br />Council provides policy direction to the city government and appoints the City Manager, the City Attorney, and the <br />Municipal Judge. TheCity Council annually elects one of its members to serve as Mayor and one of its members to <br />serve as Mayor Pro Tem. As the governing body of the city, it is the City Council's responsibility to represent the <br />best interests of all citizens in Paris, Texas, in enacting local legislation, in determining city policies and plans, and <br />in adopting the city's budget. <br />Department 12 <br />City Manager <br />The City Manager is the chief executive officer and the head of the administrative branch of the city government. <br />He is responsible to the City Council for directing the overall affairs of the City, managing the organization and <br />developing programs to implement the City Council's policies and priorities. The Human Resources Officer <br />functions as part of the City Manager's department. <br />Department 13 <br />City Attorney <br />The City Attorney serves as the legal advisor of, and attorney for, the City Council, the City of Paris, the City <br />Manager, and all offices, departments, divisions, agencies, boards, and commissions of the city. The City Attorney <br />and the personnel of this department provide legal advice, prepare ordinances, resolutions, contracts, and all <br />other legal instruments. The City Attorney or his assistant serves as prosecutor in the Municipal Court. <br />Department 14 <br />Municipal Court <br />The Municipal Judge directs the activities of the Municipal Court Department comprised of the Municipal Judge, <br />the Municipal Court Clerk, and other clerical assistants. The Municipal Court hears and makes decisions on all <br />cases filed with the Municipal Court Clerk over which the Municipal Court has jurisdiction. The Municipal Judge is <br />responsible for performing all duties of a Magistrate under the laws of the State of Texas and ordinances of the <br />City of Paris. <br />
