MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />OCTOBER 4, 2001 <br />The City Council of the City of Paris met in regular session, Thursday, October <br />4, 2001, 6:00 P. M., Paris Junior College, Applied Technology Building, <br />Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. Pfiester <br />called the meeting to order with the following Council Members present: John <br />F. Bell, Richard Manning, Joe E. McCarthy, John A. Carter, Jr., and Benny <br />Plata. Also present were City Manager Michael E. Malone, City Attorney <br />Larry W. Schenk, and City Clerk Mattie Cunningham. <br />The Invocation was given by Jeff Bolton with the Christian Fellowship <br />Church. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission's meeting for October l, 2001, and is hereto attached to these <br />minutes as Exhibit A. <br />Mayor Pfiester declared the public hearing open to consider the petition of <br />Jerome Chapman for a change in zoning from a Two-Family Dwelling District <br />(2F) to a Neighborhood Service District (NS) on Lot l, City Block 227, being <br />number 1707 Pine Bluff. <br />Mayor Pfiester announced that this item had been tabled at a prior meeting, and <br />a motion was in order to bring it from the table. A motion was made by <br />Councilman McCarthy, seconded by Mayor Pro Tem Manning, to bring the <br />above item from the table. The motion carried 6 ayes, 0 nays. <br />Mayor Pfiester called for proponents to appear, and Carolyn King, 32 17th N. <br />E., came forward telling the City Council that she is renting the lot from Mr. <br />Chapman, and has a trailer on the property. Ms. King said she was using it as <br />a concession stand on a temporary basis until Mr. Chapman sells or builds on <br />the property. <br />Steve Methven, Chief Building Official, advised the City Council that they had <br />been furnished a copy of a letter from Mr. And Mr. Jerome Chapman stating <br />
