Why is a Capital Improvement 1}rogram and bond election <br />needed at this time? <br />A Capital Improvement Program is thO imp]ementation tool of the <br />goa(s and objectives of the City's Comprehensive Plan. The City <br />has had previous bond elections for capital projects in 1979, 1985, <br />and 1994, as well as a single propositipn for a new City Hall in <br />1998. All funds for the current five-ye Capita] Improvement <br />Program (1994-1999) will be expendeyby the end of 1999. <br />2.
