If the city were to withdraw from the project because it did not <br />become feasible, the state would terminate the contract but would allow <br />reasonable expenses incurred by the owner to be paid with the CDBG <br />grant. <br />Because of the extenuating circumstances in connection with the East <br />Texas <br />law suit, HUD would not disallow the costs.
