Executive Summnry -2 <br />Ciry af Paris Proposal - Executive Summary <br />Linebarger Heard has served clients in Lamar County for over 13 yeazs. The history of the <br />firm's northeast Texas offices began in 1983 when we established an office in Tyler. At the <br />time, the Tyler office had a staff of just three people and two clients. By 1988 our client base <br />had grown to 65 taxing entities, all of which aze still with us today. <br />Our firm offers the City of Paris the expertise and resources of a statewide law firm, and a <br />well-established, responsive, and successful delinquent tax collection program in Lamar <br />County. Our Tyler office is fully staffed by collection professionals (attorneys, collectors, and <br />lidgation specialists) who are readily available, five days a week, to taxpayers who wish to <br />make payments or discuss their accounts in person. Clients served by Linebarger Heazd's <br />Tyler office can count on the legal experience of Attorneys M. Elizabeth Vaughn and Jim <br />Lambeth, and Partner ponald Lee Wolf when turning over their delinquent tax accounts for <br />collection. Our attorneys rely on experienced legal assistants with personal knowledge of the <br />communities they serve. All administrative work is handled by highly qualified legal <br />secretaries. <br />Our Tyler office personnel have earned our North and East Texas clients' respect and loyalty <br />as a result of our successful collection methods and the personal and professional attention <br />they give to local taxpayers. <br />Our local office offers the City of Paris a bankruptcy program that aggressively pursues <br />accounts in bankruptcy, as well as address research, taxpayer assistance, and telecollections <br />programs to maximize collections in a systematic manner. <br />All of our 21 statewide offices aze connected by means of a dedicated wide area network to our <br />proprietary database system, which supports all aspects of our delinquent tax collection <br />program, from mailings and address research to bankniptcy litigation and tax sales. <br />Our softwaze programmers have developed several proprietary softwaze programs for <br />managing delinquent tax colleclions and payment agreements. Other in-house soFtwaze <br />maintains timely information on all litigation and bankruptcy activities that our personnel will <br />initiate on behalf of the City of Paris to assure that no collection opportunity is overlooked.
