pROPOSAL FOR PROFESSIONAL SERVICES I offer my services as Delinquent Tax Attomey for the Ciry of Paris from October 1, 2001 through September 30, 2003, or until a successor has been appointed, whichever occurs later. I would perform such services in accordance with the Texas Property Tax Code and the laws of the State of Texas. I am the sole practitioner and would be performing the services myself. I would interface directly with the Lamar County Appraisal District, officials of the City of Paris and other taxing entities with which I have had varying years of experience from ten (10) to thirry (30) years. As Delinquent Collection Tax Attorney I would report directly to and be directed by the City Attorney of the City of Paris in accordance with the Charter of the City of Paris, understanding that City Attorney is empowered by that same Charter to select all attomeys who serve the City of Paris. I would report the monthly collection activiry upon a repon form approved by the City Attomey which would include taxes collected, suits filed, suits joined, suits resolved, and other matters of interest. I would maintain my residence and office in Paris and interface with the City Attorney and be available for conference daily upon short notice the majority of the time. I would be available for phone conference daily when traveling out of the City. I would be available to research tax issues of interest to the City Attomey and to report verbally or in written form as requested or as time of response dictates. My tax collection experience is as follows: Delinquent Tax Attorney for the City of Paris 1968 through 1982; and April 1, 1999 through September 30, 2001 with supervisory authority over the Delinquent Tax Attorney from 1982 through April, 1998. The charge for the services offered herein is fifteen percent (15 of additional penalty assessed against ad valorem taxes payable to the Ciry of Paris and delinquent on July 1 of each year, and all other attomey fees permitted to be charged by the Texas Property Tax Code upon which tax suits have been filed. I would expect to sign a Professional Services Contract similaz to the one under which I presently serve as approved by the City Attorney. I would expect to be serving under the authority granted to and by direction of the City Attomey in accordance with the City Charter.
