MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />OCTOBER 5, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, <br />Thursday, October 5, 2000, 6:00 P. M., Paris Junior College, Applied <br />Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor <br />Michael Pfiester called the meeting to order with the following Council <br />Members present: John Bell, Richard Manning, Joe E. McCarthy, John A. <br />Carter, Jr., and Benny Plata. Also present were City Manager Michael E. <br />Malone, Assistant City Attorney Stephanie Harris, and City Clerk Mattie <br />Cunningham. <br />Mayor Pfiester gave the invocation and asked for a moment of silence in honor <br />of former Mayor Charles H. Neeley. <br />City Manager Malone said that Steve Methven, Chief Building Official, will give <br />the report from the Planning and Zoning Commission as each item comes up. <br />Mayor Pfiester announced that the next item on the agenda was a public <br />hearing to consider the petition of Bob McCarley for a change in zoning from <br />a One-Family Dwelling District No. 3(SF-3) to a Light Industrial District (LI) on <br />Lot 20, Block A, Windsor Estates Addition, being located in the 4000 Block of <br />Pine Mill Road. <br />City Manager Malone advised the City Council that a telephone call from Mr. <br />McCarley's attorney stated that they would be withdrawing this zoning <br />application due to the neighborhood opposition that was presented at the <br />Planning and Zoning Commission on Monday night. He said the Planning and <br />Zoning Commission voted 5-1 to recommend denial of the proposed zoning <br />change. City Manager Malone said no action will be required on the public <br />hearing, and Agenda Item No. 4, an ordinance amending Zoning Ordinance No. <br />1710, changing the zoning from a One-Family Dwelling District No. 3(SF-3) to <br />a Light Industrial District (LI) on Lot 20, Block A, Windsor Estates Addition, <br />being located in the 4000 Block of Pine Mill Road. <br />Mayor Pfiester declared the public hearing open to consider the petition of <br />Monte Moore for a change in zoning from an Agricultural District (A) to a Two- <br />Family Dwelling District (2F) on Lot 8, City Block 318, being located in the 3300 <br />Block of Center Street. <br />Mayor Pfiester called for proponents to appear, and Monte Moore appeared in <br />
