City Attorney Schenk also advised that the next item is setting a public <br />hearing to consider any additional amendments to the budget. He said that if <br />the City Council did not have additional amendments, there will be no action <br />on these two items. <br />City Manager Malone said with regard to the public hearing that has been held <br />tonight, there was a comment about tax abatements, and only one request for <br />additional funding and that was from Charles Neeley and Skipper Steeley for <br />funding for the Paris Band. City Manager Malone said in reading the <br />information on the election that was held, it was clear that the city may expend <br />up to .003. He said the Paris Band has not been removed from the budget and <br />what he would propose to do in the near future is to expand the Band <br />Commission to five members so that any two members that happened to have <br />conversation would not be violation of the Open Meetings Act, and to ask the <br />Band to have at least an annual meeting and to propose a budget and bring it <br />forward into the budgeting process to the City Manager for submission to he <br />City Council. City Manager Malone advised the City Council that the <br />Municipal Band falls into two qualifications for funding through the V&CC. <br />He said the hotel/motel taxes are to be expended for things that relate to the arts <br />and things that affect tourism, and he felt that the Municipal Band can be <br />promoted in both those areas. City Manager Malone said the city can ask the <br />V&CC to fund more than $10,000.00 in the renegotiation of their new contract. <br />City Manager Malone advised that we have a resolution that we will have a <br />new contract with the V&CC, but what is in that contract, he thinks, will be <br />determined by the City Council. Another alternative is if the Band <br />Commission comes forward with proposals to spend money to promote the <br />Band or proposals on what they wish to pay the director and members of the <br />Band, if that is not an extreme increase, the city has the ability to over expend <br />the fund and make it up at the final quarter of the year from unexpended funds <br />from other sources until we get a handle on what the budget needs to be. City <br />Manager Malone said another alternative would be to make a budget <br />amendment, which is what this line is for. <br />
