MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />CITY OF PARIS <br />AUGUST 16, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in special session, <br />Wednesday, August 16, 2000, 6:30 P. M., Thomas Justiss Elementary School <br />Cafeteria, 401 18th Street N. W., Paris, Texas. Mayor Pfiester called the <br />meeting to order with the following Council Members present: John F. Bell, <br />Richard Manning, Joe E. McCarthy, John A. Carter, Jr., Kevin Gray, and <br />Benny Plata. Also present were City Manager Michael E. Malone, City <br />Attorney Larry W. Schenk, and City Clerk Mattie Cunningham. <br />Mayor Pfiester announced that the purpose of the special meeting was a public <br />hearing to receive input from Citizens of Paris proposing services or projects <br />to be included in the 2000-2001 City of Paris Budget. <br />Mayor Pfiester declared the public hearing open and called for those who <br />wished to speak regarding the 2000-2001 City of Paris Budget to come <br />forward. <br />Stephanie Hunt, Executive Director of the Children's Advocacy Center, 4225 <br />Lakeshore, appeared before the City Council handing out financial information <br />for the Children's Advocacy Center. Ms. Hunt said the Children's Advocacy <br />Center works very hard every day to make a difference in the lives of abused <br />children. She acknowledged that child abuse is not something that we like to <br />talk about and that we do not like to think about it. She said that we do not <br />even want to acknowledge that it happens in Paris, but that it does happen in <br />Paris almost daily. Ms. Hunt said the children that they serve are somebody's <br />neighbor, friend, niece, nephew, school friends, or someone's kids. Ms. Hunt <br />stated that the purpose of the Children's Advocacy Center of Paris is to protect <br />and promote the healing of children who are victims of sexual and/or physical <br />abuse. She said they provide a place where children will be brought to a <br />home-like environment in order to be interviewed about the abuse they have <br />suffered. Ms. Hunt said that 230 children and their non-offending family <br />members have been served by her agency. Ms. Hunt said the City Council has <br />supported this agency for the past two years, both financially and with their <br />
