City Council Meeting <br />February 12, 2001 <br />Page 2 <br />nays. <br />ORDINANCE NO. 2001-004 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS, ESTABLISHING A MAXIMUM, REASONABLE RATE OF SPEED ON <br />CERTAIN PORTIONS OF CERTAIN STREETS AND HIGHWAYS AND PUBLIC <br />PLACES IN THE CITY OF PARIS; PROVIDING FOR A FINE NOT TO EXCEED <br />$200.00; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES <br />IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE OF <br />MARCH 1, 2001, WAS PRESENTED. <br />A motion was made by Councilman Bell, seconded by Councilman <br />McCarthy, for adoption of the ordinance. The motion carried 7 ayes, 0 <br />nays. <br />Ms. Ann Gilliland appeared before the City Council inviting them to the <br />Artrain USA's opening reception and activities planned for February 15-18, <br />2001, by the Paris Area Arts Alliance and displayed a poster that will be <br />placed around town. Ms. Gilliland gave the City Council a schedule of <br />events for the Artrain. Ms. Gilliland said there will be students that are in <br />the sixth grade coming from the Lamar County Schools and Mt. Vernon <br />has requested that they bring their students as well. There may also be a <br />request from Honey Grove. Ms. Gilliland advised that public tours will <br />take place Saturday and Sunday from 10:00 A. M. to 5:00 P. M. Ms. Gilliland <br />again extended an invitation to the City Council. <br />Wes Tidwell, a partner with the Moore Law Firm, 100 N. Main Street, <br />appeared before the City Council furnishing information regarding <br />Brownstone Development. Mr. Tidwell said he was appearing before the <br />City Council on behalf of Brownstone Development representing the <br />principals, Wayne Brown, Chad Brown, and Cade Stone, who were also <br />present. Mr. Tidwell raised an issue concerning the development that was <br />occurring out on FM 195, and asked whether or not the city would grant <br />their request that the city participate in the over-sizing of the streets. Mr. <br />Tidwell said there is a large street that built by the developer, Mr. Wayne <br />Brown, who had previously appeared before the City Council and was <br />requested by the city to build a 39 foot street. Mr. Tidwell said it was his <br />contention that the Code really requires a 28 foot street, and in this <br />
