He said they were not asking payment for the extra land that has <br />been taken in because of this, it is strictly for the paving cost. Mr. Tidwell <br />advised that this is an equal protection claim. <br />Mayor Pfiester said he read all the information regarding this matter and <br />to him, there is one difference, that being that when the plat was submitted <br />to the Council for approval, one of Earl Smith's recommendation for the <br />Monte Moore Development was that he widen the streets. He said that the <br />plat submitted for the Hills was dated on March 3, 2000, and in that letter <br />there is no recommendation. Mayor Pfiester said the street was proposed <br />to be 60 feet and he needs someone to show him where the City has asked <br />for the street to be oversized. The Council took the matter under <br />consideration. <br />Mayor Pfiester called for the receipt of the annual audit report for the City <br />of Paris for the fiscal year ending September 30, 2000, prepared by <br />McClanahan & Holmes, Certified Public Accountants. <br />Gene Anderson, Director of Finance for the City of Paris, came forward <br />presenting the City Council with a copy of the annual audit. Mr. Anderson <br />said that under the City Charter there is a requirement that an annual audit <br />and financial statements be completed. Mr. Anderson said contained <br />within the Comprehensive Annual Financial Report for the City is the <br />Auditor's Report. He called the City Council's attention to the second page <br />where there is a table of contents that lists everything that is in that report; <br />if you are looking for anything in particular that is a good place to start. <br />Mr. Anderson pointed out that on Page I-3, there is a transactional letter <br />that discusses in more laymen terms what went on in the city during that <br />time it was audited. He said that on Page I-13, there is a copy of a <br />certificate of achievement for excellence in financial reporting that the city <br />was awarded last year, which is an independent review of the city's <br />financial statements. Mr. Anderson said on Page 1 there is a opinion letter <br />from McClanahan & Holmes, and Mr. Anderson read a portion of this letter <br />to the City Council. <br />Mayor Pfiester called for the receipt of a petition for annexation of the Hills <br />Subdivision. <br />A motion was made by Councilman Bell, seconded by Mayor Pro Tem <br />Manning, to receive the petition for annexation of the Hills Subdivision. <br />
