Regular City Council Meeting <br />December 6, 2001 <br />Page 6 <br />A motion was made by Councilman Bell, seconded by Councilman Gray, for <br />approval of the Replat of Lot 8, 9, and 10, Block 1, Fitzhugh Addition, subject to <br />the requirements of the City Engineer, being located at 1030, 1040, and 1050 <br />Fitzhugh. The motion carried 6 ayes, on nays. <br />Mayor Pfiester called for public comment regarding development in the flood <br />plain of Big Sandy Creek of a portion of the Paris Sports Complex located on the <br />east side of South Collegiate Drive. Terry Townsend, Director of Public Works, <br />discussed the city's application to Texas Parks and Wildlife for a grant to develop <br />a sports complex at this location. He stated that one of the things that the city did <br />in the process of filing the application was to create a certified wetland that <br />bordered the area. Mr. Townsend said this wetland creation would actually help <br />the grant application by earning additional points. He said in the process of doing <br />this, the Texas Parks and Wildlife Department required the city to have a public <br />hearing after the fact, just to see if there was any opposition. Mr. Townsend said <br />the only thing that will be built in the wetland will be a walking trail. <br />No one else appeared, and the public hearing was declared closed. <br />Resolution No. 2001-188, referring a petition to the Planning and Zoning <br />Commission requesting the abandonment of a twenty (20) foot alley beginning at <br />the West Boundary Line of 13t'' Street N. W., going west to the east boundary line <br />of 14t'' Street N. E. located between Bonham Street (U. S. HWY 82) and Maple <br />Avenue in City Block 189, subject to and reserving thereon a perpetual twenty <br />(20) foot utility and drainage easement; setting public hearings; making other <br />findings and provisions related to the subj ect, and providing an effective date, was <br />presented. A motion was made by Councilman Plata, seconded by Councilman <br />McCarthy, for approval of the resolution. The motion carried 6 ayes, 0 nays. <br />Mayor Pfiester announced that the City Council would have an Executive Session <br />pursuant to Section 551.071 of the Texas Government Code, Consultation with <br />attorney, to receive advice of counsel pertaining to pending or possible litigation <br />regarding the unlawful and improper annexation by the City of Reno of a 6.628 <br />acre tract of land located at the northwest corner of Mansfield Road and Highway <br />
