City Council Meeting <br />January 8, 2001 <br />Page 10 <br />1, 2000, and ending May 31, 2001, in the total amount of $449,100.00, <br />requiring a matching contribution of $149,700.00 in the form of cash, be <br />and the same is hereby revised to reflect a waiver of cash match on behalf <br />of Red River County and the City of Clarksville on the basis of the <br />aforementioned entities' classification and economically disadvantaged, <br />said waiver of cash match to be assumed by the Texas Narcotics Control <br />Program in the total amount for the two entities of $49,900.00, was <br />presented. A motion was made by Mayor Pro Tem Manning, seconded by <br />Councilman Gray, for approval of the resolution. The motion carried 7 <br />ayes, 0 nays. <br />Resolution No. 2001-006, accepting the donation of Haskell Bratcher and <br />Elaine Bratcher of Lot 7, City Block 90-A located at 603 3rd Street N. W., was <br />presented. A motion was made by Councilman Plata, seconded by <br />Councilman Bell, for approval of the resolution. The motion carried 7 ayes, <br />0 nays. <br />Mayor Pfiester called for consideration of and action on receipt of a status <br />report regarding the impact of winter ice storms on City services. <br />City Manager Malone reported that everyone is aware that citizens in the <br />City of Paris were hit hard by the winter ice storm on December 25, 2000. <br />City Manager Malone said the city had made preparations in advance for <br />the crews of the Street and Traffic Divisions to be mobilized in response <br />to icing conditions, although we did not expect the type of icing conditions <br />that we received. He said shortly after 4:00 P. M. city crews were <br />responding under the direction of John Brunson, Sanitation Supervisor. <br />City Manager Malone said they worked in shifts throughout the night <br />sanding streets, clearing street right-of-ways, and attending to the traffic <br />signals. The City Manager said the power also went off throughout the city <br />and to the raw water pumps at Pat Mayse Reservoir at 4:36 P. M. and the <br />power at the lake was not restored until 1:40 P. M. on December 27t". City <br />Manager Malone said due to the icing, power went off in many areas of the <br />city including most of the city buildings. The Police Department and radio <br />communication center for the Police, Fire and EMS was powered by the <br />Department's emergency diesel generator, which had enough fuel on hand <br />for 72 hours of continuous operation. He said the radio tower is provided <br />by AirWaves Communications, which is powered by an on site generator <br />that was utilized, and the fuel supply for that generator contains over 300 <br />
