Paris Economic Development Corporation <br />Meeting Minutes <br />October 8, 2012 <br />Board Members Staff Steve Gilbert, Paris EDC <br />Present: Doug Wehrman, Chairman Present: Shannon Barrentine, Paris EDC <br />Kenny Dority Shannon Jones, Paris EDC <br />Bill Harris <br />Ex-officio Members <br />Present: Melissa Cook, Chamber President/CEO <br />Legal <br />CounseL• Kent McIlyar <br />City Council <br />Liaison: Matt Frierson <br />Guest(s) <br />Present: <br />Delbert Horton, Chairman <br />SuRRMA <br />Curtis Fendley, SuRRMA <br />Holland Harper, SuRRMA <br />Doug Wehrman, Chairman, called the meeting to order at 12:15 p.m. He welcomed those present. <br />Discussion and possible action re�ardin� adoqting a Resolution Relating to the Cornoration's <br />Pavment Obligations to the Sulphur River Re�ional Mobilitv Authoritv (SuRRMA) and anprovin� <br />two State Infrastructure Bank Loan Agreements and an Interlocal Cooperative A�reement. <br />Steve Gilbert told the Paris EDC Board members and the Sulphur River Regional Mobility Authority <br />(SuRRMA) Board members thank you for their hard work and regional purpose to get the Highway 19/24 <br />Widening Project approved and underway. What is needed from the Paris EDC Board is to approve the <br />above mentioned documents prior to the Paris City Council meeting scheduled for 5:30 p.m. at which time <br />that will confirm the Paris EDC Board action. <br />Delbert Horton, SuRRMA Board Chair, addressed those present. He said that a contingency fund of about <br />ten percent (10%) of the total project amounting to $461,000 would be available in case the project <br />estimates from the Texas Department of Transportation (TxDOT) were low or the cost of land for the <br />right-of-way expansion costs more than expected. TxDOT has agreed to provide quarterly progress reports <br />on the project. He was hoping all of the documents from all six entities (City of Paris, Lamar County, <br />Paris EDC, City of Cooper, Delta County and SuRRMA) would be completed and submitted by mid- <br />October to TxDOT and get funding from the State Infrastructure Bank (SIB) by the end of October. <br />TxDOT/SIB has never been a part of a regional initiative before for a project. <br />Doug Wehrman told those present that he really appreciated all of their hard work on this project. <br />Kenny Dority made the motion to adopt the Resolution and other supporting documents, as submitted; <br />seconded by Bill Harris. Motion Carried 3-0. <br />There being no further business, Bill Harris made a motion to adjourn at 12:25 p.m.; seconded by Kenny <br />Dority.
