Second Reading <br />Agenda Item No.: <br />13. <br />POLICY ISSUE(S�: <br />Police Department Renaming Police Supervisors — Reorganization <br />BACKGROUND: This change will allow for a more detailed comparative analysis with other police <br />agencies and begin the process of restructuring the supervision of the police department. <br />Many times when our department is compared with other departments, there is a disparity in <br />supervisory positions. For many years, our rank structure has included Corporals, Sergeants and <br />Lieutenants. The Corporal rank is not used widely by other departments. Out of nine departments in <br />cities close to our population, only 4(including Paris) use a corporal position. The corporal position is <br />used by the department as a field supervisor for uniform patrol operations. The sergeant position is in <br />charge of a patrol shift, or a squad supervisor in CID and a Lieutenant is in charge of a division. In other <br />departments, a sergeant is the field supervisor, a lieutenant is in charge of a shift and a captain or <br />higher ranks are division commanders. <br />My wish is to change these titles to those which are more commonly used by other departments. <br />There is absolutely no change in job responsibility or pay. No test is required as no new positions as to <br />job description or pay are being created, only the title of the position held by the officer at this time is <br />changed. There is no increase or decrease in budget requirements by doing this change. <br />The second point of making this change is to begin reorganization of the department to a span of <br />control more acceptable to modern supervisory methods. We have some divisions that are simply too <br />heavy in supervision and others that are lacking in proper span of control. The process for restructure <br />will involve a few years to complete and will be accomplished by attrition.
