Kammer & Gary W. Kammer of K&G Properties, <br />LLP and SI Management, Inc. <br />RE: City of Paris, Paris,Texas Tax Abatement and Reinvestment <br />Zone Designation Application (i" time applied 09-04-01, <br />2°a time applied revised application 10-09-01). Decision needed <br />to determine otu eligibility/ineligibility for and to grant/deny us <br />the Tax Abatement Incentive and/or other Incentives in <br />accordance with the Excerpt from the City of Paris Enterprise <br />Zone Application INCENTIVES (reflected in the Texas <br />Enterprise Zone Application);.. <br />1 <br />DATE: 12-03-01 <br />We first became aware of the Paris Enterprise Zone Incentives this past <br />August. We contacted Lisa Wright with the City Attorney's office who <br />provided us with a copy of the application and a description of the various <br />incentives. She then directed us to Gary Vest at the Chamber of Commerce <br />for fiirther direction on the application process. We were told that the <br />review process had recently clianged and that all applications would first be <br />presented to the PEDC for their recommendation to the City Cotmcil who <br />would make the fnal decision. We reviewed tlie qualifications for eligibility, of which it appears that we <br />are, and we completed the application satisfactorily according to Gary Vest <br />and Lisa Wright. It was then submitted to the PEDC for their <br />recommendation to the City Council. <br />The 15L time our application went before the PEDC (09-12-01) they were <br />unable to get a motion to vote, so a decision was not made either way. The <br />reasons we gathered were: 1) this was their first time to review this kind of <br />application because it was not a Mamifacturing or Warehousing type <br />industry [see PEDC By-Laws?], and 2) in addition to the Tax Abatement <br />Incentive, we also applied for various other incentives that appeared we <br />were eligible for and available to us in the Enterprise Zone, but this only <br />
