Director of <br />Planning & <br />Agenda Item No.: <br />8. <br />Move to repeal Resolution No. 2012-089 and approve an application to the Texas Department of <br />Transportation's statewide transportation enhancement program for funding of a two mile addition to the <br />Trail de Paris and authorize the City Manager to acquire two parcels of land or two right-of-entries from <br />Rail America (Kiamichi Railroad) for the project should the City of Paris be awarded the grant. <br />POLICY ISSUE�S�: <br />Grant application <br />BACKGROUND: <br />The City of Paris has an opportunity to expand the Trail de Paris in parts of West Paris. The project is <br />proposing to provide a transportation corridor between Heritage Park, the Justice Elementary Safe <br />Routes to School project, Leon Williams Park, the Boys & Girls Club, Red River Valley Fairgrounds <br />and T.G. Givens school. This project is part of the overall master plan for the Trail de Paris. <br />The Texas Department of Transportation announced the call for nominations in September this year for <br />communities to apply for federal highway funding assistance made available through the Transportation <br />Enhancement Program. October 22, 2012, the City Council approved this application by Resolution No. <br />2012-089. Since that time, the project estimate has been increased from $533,259.72 to $619,926.00. <br />The route has changed to include additional sidewalk from T.G. Givens to the Fair Grounds. The route <br />has also been re-routed around the two privately owned properties at the south end of the project. The <br />original estimate was based on TP&W standards, but the TxDOT standards require additional width for <br />sidewalks. The grant requires at least a 20% match. The City match portion is estimated at <br />$123,986.00, this match would not be required until the 2013-2014 budget year. The grant does not <br />include the engineering cost that is estimated at $80,500.00, which means the estimated cost is <br />$204,486.00. The grant requires all ROW to be acquired or include a commitment letter from current <br />property owners. The owners have been unwilling to work with the City on the project. It also requires <br />a right-of-entry letter for all railroad encroachments <br />Mr. Earl Erickson has had $40,000 pledged to the project if it is selected by TxDOT. The pledges would <br />help offset City cost.
