Minutes of the City Council <br />December 14, 2001 <br />Page 2 <br />Kenny Kammer, 6625 Pecan Place, came forward and read a letter addressed <br />to the Honorable Mayor, City Council, City Attorney and Staff, City Manager <br />and Staff, Gary Vest from the Chamber of Commerce and the Paris Economic <br />Development Corporation. <br />Mr. Kammer said they first became aware of the Paris Enterprise Zone <br />incentives this past August. He advised that they contacted the City Attorney's <br />office, who provided them with a copy of the application and a description of <br />the various incentives. The City Attorney's office directed him to Gary Vest <br />at the Chamber of Commerce. He said after completing the application it was <br />submitted to the Paris Economic Development Corporation for their study and <br />recommendation to the City CounciL Mr. Kammer informed the City Council <br />that the first time the application went before the Paris Economic Development <br />Corporation, they were unable to get a motion to vote, so no decision was <br />made. Mr. Kammer again submitted the application to the Paris Economic <br />Development Corporation for a tax abatement incentive only. Again, they were <br />unable to get a motion to vote on the tax abatement. Mr. Kammer had a list of <br />questions for the City Council to answer. <br />After a considerable amount of discussion, Mayor Pfiester directed City <br />Attorney Schenk to furnish Mr. Kammer a written response to his questions. <br />A motion was made by Councilman Bell, seconded by Councilman Plata to <br />table Agenda Item No. 3-C (1), personal appearance by Kenny Kammer on <br />behalf of S. I. Management Inc., and KG Properties, LLP, requesting a tax <br />abatement for an assisted living community development. The motion carried <br />7 ayes, 0 nays. <br />A motion was made by Mayor Pro Tem Manning, seconded by Councilman <br />McCarthy, to table action on Agenda Item No. 3-C(2), provide direction to city <br />staff regarding a request for tax abatement by S. L Management, Inc., and KG <br />Properties, LLP. The motion carried 7 ayes, 0 nays. <br />
