Minutes of the Special Meeting <br />August 22, 2001 <br />Page 5 <br />consideration to this request. <br />Jackie Alsobrook, 4135 Misty Lane, representing the Northeast Texas <br />Council on Alcohol and Drug Abuse, came forward stating that they <br />had requested $5,000.00 from the City of Paris. She said their agency <br />has a million dollar budget; however, most of that is state funding <br />which limits how the funds can be used. Ms. Alsobrook said she can <br />not tell the City Council how important the $5,000.00 is to their <br />operation. Even though the majority of their funds come from the <br />state, those funds are very use- specific and the state wants to know if <br />the community of Paris supports this agency. Ms. Alsobrook stated she <br />believes that the citizens of Paris and Lamar County support what they <br />are doing. Ms. Alsobrook requested that the City Council continue to <br />support the Northeast Texas Council on Alcohol And Drug Abuse with <br />a contribution of $5,000.00. <br />Bill Clayton, Executive Director of the Northeast Texas Council on <br />Alcohol and Drug Abuse, appeared before the City Council telling them <br />that with the help and support of the City, they have been able to <br />provide many important services to the citizens in Paris. He told the <br />Council that the Texas Commission on Alcohol and Drug Abuse <br />requires a 5% match on the funding they provide and through a very <br />competitive process, they have been successful in bringing needed <br />services to this area where a dollar of local match covers $20.00 of state <br />funding. Mr. Clayton said because of their increased need, he was <br />requesting that the City of Paris continue the $5,000.00 in the yearly <br />financial assistance that it has provided since 1996. <br />Vickie Bonham, 2020 Hubbard Street, came forward stating that she <br />was present representing the Lamar County Human Resources <br />Council. Ms. Bonham said the Lamar County Human Resource <br />Council serves the elderly in Northeast Texas through the Meals on <br />
