RESOLUTION 2012-091 <br />A RESOLUTION OF THE CITY COUIVCIL OF THE CITY OF PARIS, TEXAS, <br />AUTHORIZING THE SUBMISSION OF A REQUEST TO THE TEXAS DEPARTMEIVT <br />OF HOUSING AND COMMUNITY AFFAIRS FOR RECERTIFICATION AND <br />PARTICIPATION IN THE HOME PROGRAM RESERVATION SYSTEM; <br />AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL <br />NECESSARY DOCUMENTS; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City Council of the City of Paris desires to continue development of a <br />viable urban community, which includes clean, safe and affordable housing providing suitable <br />living environments for all citizens including persons of low/moderate income; and, <br />WHEREAS, certain substandard housing conditions exist in the City of Paris which <br />represent a health and safety threat to the individuals and families residing in such structures; and, <br />WHEREAS, the City Council supports the City's application for recertification and <br />participation in the TDHCA HOME Program Reservation System and authorizes the City Manager <br />to execute any and all documents necessary to become a participant, and the same should be <br />approved; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all <br />things approved. <br />Section 2. That a submission for continued participation in the Home Program <br />Reservation System is hereby authorized to be filed on behalf of the City of Paris with the Texas <br />Department of Housing and Community affairs. <br />Section 3. That the submission will be for grant funds to carry out Homeowner <br />Rehabilitation Assistance for housing reconstruction and rehabilitation as well as Homebuyer <br />assistance to persons interested in purchasing a home. <br />Section 4. That the Ciry contribute project match as required in accordance with State <br />HOME rule at 10 TAC Chapter 23 from its General Fund as a cash contribution, waived fees <br />and/or in-kind services for properties assisted through this program. <br />Section 5. That the City has unencumbered fund for cash reserves in the amount of <br />$80,000 to be utilized, if necessary, during the Home Program Reservation System agreement <br />term. <br />Section 6. That John Godwin, Paris City Manager, be and he is hereby authorized and <br />directed to execute, on behalf of the City of Paris, any and all documents necessary in connection <br />with this submission and the City's participation in the HOME Program. <br />
