RESOLUTION NO. 2012-092 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, REPEALING RESOLUTION NO. 2008-075 WHICH REQUIRES ORDINANCES TO HAVE TWO READINGS BEFORE ADOPTION; DELETING THE REQUIREMENT OF TWO READINGS EXCEPT AS DESCRIBED HEREIN; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, on September 8, 2008, the City Council of the City of Paris adopted Resolution No. 2008-075, to require two readings of all City Ordinances before they can be approved;and, WHEREAS, the City Council has determined that not all city ardinances need two readings over two separate meeting dates and that the policy should be changed; and, WHEREAS, the City Council hereby amends its policy on reading and enacting city ordinances to require only one reading of a proposed city ordinance except for the following ordinances which will still require two readings unless waived by supermajority vote of the entire City Council: 1. An ordinance adopting or amending the city's operating budget; 2. An ordinance authorizing the expenditure of an amount greater than $50,000 unless that expenditure has previously been approved as part of the city's annual operating budget; 3. An ordinance annexing or disannexing property into or out of the city; 4. An ordinance authorizing the sale of certificates of obligation; 5. An ordinance increasing the ad valorem tax rate for the city; 6. An ordinance adopting new or modified fees and/or fines; 7. An ordinance which requires two or more readings pursuant to State Law; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble of this resolution are hereby in all things approved. Section 2. That Resolution No. 2008-075, be, and the same is hereby repealed in its entirety. Section 3. The City Council of the City of Paris, Texas shall require only on reading of a proposed city ordinance except for the following:
