DRAFT <br />J:\Attorney\Lisa\Resolutions\CiJRRENT\Ambulance-Medic 4-Surplus & Donation#2.wpd <br />February 7, 2002 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, DECLARING AS SURPLUS PROPERTY ONE (1) MODEL <br />YEAR 1997 FORD F350 TYPE 1 AMBULANCE; FINDING A PUBLIC NEED <br />AND NECESSITY IN TRANSFERRING SAID SURPLUS PROPERTY TO <br />THE LAMAR COUNTY CHAPTER OF THE AMERICAN RED CROSS; <br />ACCEPTING A DONATION FROM LAMAR COUNTY TO DEFRAY FIFTY <br />PERCENT (50%) OF THE TRADE-IN VALUE OF SAID AMBULANCE; <br />APPROVING DONATION OF SAID AMBULANCE TO THE RED CROSS; <br />AUTHORIZING PAYMENT BY THE CITY OF PARIS OF THE <br />REMAINING VALUE OF SAID AMBULANCE AS A TRADE-IN TOWARDS <br />THE PURCHASE OF A NEW AMBULANCE; REPEALING PRIOR <br />RESOLUTION NO. 2002-002; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />WHEREAS, the City EMS Ambulance Service has identified an existing model year 1997 <br />Ford F350 Type 1 Ambulance, designated Medic 4 by the City Ambulance Service, as a vehicle and <br />piece of equipment, because of age, mileage, and use, no longer considered necessary for ambulance <br />purposes and thereby considered surplus equipment; and, <br />WHEREAS, the City Council of the City of Paris, Paris, Texas, desires to designate said <br />ambulance as surplus equipment; and, <br />WHEREAS, the practice of the City in the past has been to utilize such surplus ambulance <br />equipment for its trade-in value in acquiring new ambulance equipment; and, <br />WHEREAS, the Lamar County Chapter of the American Red Cross by and through its <br />Executive Director , Ms. Lisa McAllister, has petitioned the City Council of the City of Paris to <br />transfer said equipment to the American Red Cross for subsequent use as a disaster reliefvehicle; and, <br />WHEREAS, the Red Cross has indicated such a disaster vehicle would be used to treat local <br />victims of the city and the county in a disaster; would be used as a canteen to serve food, provide <br />blankets, and other basic necessities during a disaster; would be used in the city and the county as a <br />first aid station for a variety of community purposes; and would be used to replace an existing disaster <br />vehicle currently in a state of disrepair; and, <br />
