ERCOT Account Switch Process <br />• Customer signs with Retailer. <br />• Retailer submits switch to ERCOT--Data required is valid ES ID number and zip code. <br />• ERCOT matches up the customer information with registered data in the statewide database. <br />(data must match the registered data, by individual account) <br />• ERCOT returns a confirmation or rejection to the Retailer ( 3 business days) <br />• Once a valid switch is accepted, ERCOT generates a mailing to the customer that allows 7 days to <br />reject the switch. (Note: this period was waived for CAPP accounts to expedite the process. <br />Residential switches cannot waive this period.) <br />• After the 7-day recession period, ERCOT provides customer specific account data and historic <br />meter read information to the Retailer. <br />• The next meter read on a normal cycle will become the initial meter read for the new Provider and <br />the effective switch date for the customer. <br />Documented problems <br />• Incorrect account registration in the master data base <br />• Acceptance of switches by ERCOT during the first week of January, NFI problems <br />• Transfer of data problems between the retailer and ERCOT <br />• Transfer of data between the TDSP and ERCOT is incomplete or delayed <br />• Switch requests to ERCOT overloading their ability to process the total numbers from all retailers. <br />Switches end up in a queue and delays are the result. <br />Summarv <br />A total processing time frame of 10-12 business days is required for a switch to process when <br />everything goes properly. The experience of First Choice to date indicates a success rate of 70-80% <br />which we expect continual improvement from ERCOT. Data corrections are required and re-submittals <br />of switch requests necessary to validate requests with initial errors or problems. <br />Improper handling of initial and subsequent meter reads by the TDSP and ERCOT resuited in account <br />biliing delays during the pilot program. ERCOT claims improvement with this process. <br />For accounts with early January read cycle dates, switch requests may not have processed in time. <br />These accounts will switch during the early February cycle. Missing or mismatched data from the initial <br />account lists will create the need to reprocess some accounts through the system. <br />Confidential and Proprietary <br />
