9. Approve a Resolution approving an application to the Texas Department of <br />Transportation's statewide transportation enhancement program for funding of a 2.36 <br />mile addition to the Trail de Paris from Heritage Park to the Red River Valley <br />Fairgrounds. <br />10. Appoint Randy Roam to the Building and Standards Commission to fill the unexpired <br />term of Ryan Lassister. <br />11. Appoint Russell Figgins to the Civil Service Commission to fill the expired term of Sims <br />Norment. <br />12. Consider all matters incident and related to the issuance and sale of the City of Paris, <br />Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2013 in <br />the amount of $2,900,000 to fund drinking water system improvements, including the <br />adoption of an ordinance authorizing the issuance of such Certificates of Obligation and <br />authorizing a Paying Agent/Registrar Agreement and an Escrow Agreement. <br />13. Approve a Resolution authorizing a Loan Forgiveness Agreement with the Texas Water <br />Development Board for a$500,778 grant to pay costs of drinking water system <br />improvements. <br />14. Approve the Final Plat of Lot 20, Block C, Windsor Estates Addition, located at 705 40tn <br />Street N.E. <br />15. Approve the Final Plat of Lot 1, Block A, John House Addition, located in the 1400 <br />Block of Sherman Street. <br />16. Approve the Final Plat of Lot 1, Block A, TNA Paris Complex Addition 306A, located at <br />635 Stone Avenue. <br />Regular Agenda <br />17. Presentation and discussion of Strategic Plan for the City of Paris. <br />18. Receive report, discuss and possibly act on drainage problem on York Street. <br />19. Convene into Executive Session pursuant to Section 551.071 of the Texas Government <br />Code, Consultation with Attorney, to receive legal advice from the City Attorney about <br />pending or contemplated litigation and/or on matters in which the duty of an attorney to <br />his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of <br />Texas, clearly conflict with this chapter as follows: <br />• CPC Coatings Claim <br />20. Reconvene into Open Session and possibly take action on those matters discussed in <br />Executive Session. <br />21. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />
