DRAFT <br />G:WttorneyW.ICE~6WO~CURRENT\Watu Lost 6lntly- Acttpt Prop.wptl <br />March 6, 2002 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, ACCEPTING THE PROPOSAL OF CARTER & BURGESS, <br />PROFESSIONAL ENGINEERS, FOR PROFESSIONAL ENGINEERING <br />SERVICES RELATED TO THE PERFORMANCE OF A WATER LOST <br />AND UNACCOUNTED FOR STUDY IN THE CITY'S WATER <br />ACCOUNTING AND OPERATING SYSTEM; AUTHORIZING THE CITY <br />MANAGER TO NEGOTIATE AND EXECUTE A PROFESSIONAL <br />ENGINEERING SERVICES CONTRACT WITH CARTER & BURGESS <br />FOR SUCH STUDY; MAHING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND DECLARINGAN EFFECTIVE DATE. <br />WHEREAS, in order to maintain the integrity of the City's water system, to control the loss <br />of water through said system, and to otherwise ensure efficient and effective water service, it is <br />necessary for the City to perform a water lost and unaccounted for study in the City's water <br />accounting and operating system; and, <br />WHEREAS, the City Manager has previously requested authority from the City Council to <br />solicit proposals from qualified professional consultants to perform said water lost and unaccounted <br />for study; and, <br />WHEREAS, the City Council, by adoption of Resolution No. 2001-175, passed and <br />approved the l Oth day of December, 2001, authorized the City Manager and the City Finance director <br />to request proposals for professional engineering services related to the aforesaid study; and, <br />WHEREAS, as aresultofthe solicitation of said proposals, and the review of same, the City <br />Manager, City Engineer, and City Finance Director have determined that the engineering firm of <br />Carter & Burgess, Professional Engineers, have presented the best proposal far the performance of <br />said studies; and, <br />WHEREAS, the City Council desires to acceptthe aforesaid proposal of Carter & Burgess, <br />Professional Engineers, and authorize the City Manager to negotiate and execute a professional <br />engineering services contract with Carter & Burgess for the performance of said study, subject to the <br />review of said contract by the City Attorney; NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br />Section 1. That the findings set out in the preamble to this resolution are hereby in all things <br />approved. <br />Section 2. That the proposal of Carter & Burgess, Professional Engineers, attached hereto <br />as Exhibit A and for all purposes incorporated herein, for the performance of a water lost and <br />unaccounted for study in the City's water accounting and operating systems, be, and the same is <br />hereby, accepted. <br />
