Item No. 16 <br />nzemo�anduln <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: LAKE CROOK DEVELOPMENT <br />DATE: January 18, 2013 <br />BACKGROi1ND: One of the projects we have discussed a couple of times in the past, and <br />which is included as an objective and work task in the draft strategic plan, is planning for <br />development of the city's property on and around Lake Crook. In addition to the city's water <br />treatment plant on the lake, and an underused city park facility, much of the land there is <br />currently leased to Archers for Christ, a local organization that promotes bow hunting from <br />October through January. <br />STATUS OF ISSUE: Mayor Hashmi wishes to make a presentation to the council on a possible <br />major development on the lake, including a means to get the lake dredged, thereby making it <br />much more suitable for many boating uses. Alan Efrussy and I will be working to draft a <br />development plan, which at this point would likely include a planned development (PD) zoning <br />district that would allow and promote appropriate mixed uses, including various residential <br />types, municipal facilities, trails, some retail and restaurant, and probably professional office. <br />Once a plan is prepared and adopted through zoning, we can market the area to potential <br />residential and mixed use developers. <br />BUDGET: NA. <br />RECOMMENDATION: Discuss project and provide direction as necessary. <br />
