Item No. 20 <br />nze�no�andum <br />TO: Mayor & City Council <br />FROM: John Godwin, City Manager <br />SUBJECT: 2013 CAPITAL PROJECTS <br />DATE: January 18, 2013 <br />BACKGROLJND: We have been working since November with staff and KSA to develop a list <br />of projects to be completed this winter and spring, what we have been calling "Year 0", since it <br />will precede the 10-year CIP now being developed. We specifically looked at projects that were <br />of a high need, that were scattered about the city, and were of various types. In addition, in <br />evaluating utility projects, we identified those that could be done in-house with a new <br />construction crew we assembled. <br />STATUS OF ISSUE: We agreed to a recommended list on January 17, and also completed cost <br />estimates on a1121 projects. The attached list includes five water and one sewer projects, all of <br />which will be done in-house. The sewer work, on Oak between 8t" and 9th SE, also includes some <br />drainage work where two residential properties suffer periodic flooding. We have included all of <br />the sidewalks on Bonham and in front of the YWCA building that were part of our grant <br />application last fall, plus added a small segment on Grand in front of the Salvation Army, and <br />one block of 7`h between Bonham and Grand. We also included eight road resurfacing projects <br />and three reconstructions projects — 24`h SE, 6�h SE, and Collegiate. Work on Collegiate will <br />include paving a parking lot for the Trail de Paris, and work on Graham will include several <br />blocks of replacement sidewalk. There are many other street projects we could have done, but <br />there are few in town that do not have water and/or sewer lines underneath them that need to be <br />replaced first. Finally, we have included reconstructing a parking lot on Collegiate. <br />Water and wastewater projects can begin immediately. We plan to bid concrete work almost as <br />quickly and get work started in March. Asphalt work typically should not begin until April due <br />to temperature concerns, so those projects will be at the end. Altogether there will likely be five <br />different construction contracts awarded. Engineering will be provided by three different <br />engineers (two recommended contracts are elsewhere on this agenda). <br />
