12/13/12 <br />2.7 Evaluate, and fund as necessary, technological advancements to ensure department is <br />taking full advantage of leading edge technology. <br />2.7.1 Routinely evaluate existing and new technology, investing as appropriate to <br />maximize the safety, efficiency, and effectiveness of individual officers and the <br />department as a whole. <br />2.7.2 Begin payirig for basic officer equipment, including weapons, handcuffs, and <br />duty gear belts in 2013-14, or as soon thereafter as budget permits. <br />2.7.3 Improve communications reliability and capability. <br />2.7.4 Improve laptop computer reliability and capability. <br />2.7.5 Evaluate practicality of developing a mesh communication network in 2014-15. <br />2.8 Evaluate the creation and operation of a police substation in West Paris, probably at the <br />city's old depot building, and implement in early 2013 if inerited. <br />2.9 Continue to review and revise all SOPs every three years, or sooner if required, with a Best <br />Practices review in 2016. <br />2.10 Develop a program to successfully reduce the incidence of and costs associated with false <br />alarms. <br />2.11 Manage an adequate early warning siren system. <br />2.11.1 Continue to routinely inspect early warning system components to ensure <br />functionality. <br />2.11.2 Routinely identify and fund replacement of outdated equipment <br />2.11.3 Develop a plan for possible additional siren locations by 2013-14. <br />2.12 Compensate police personnel competitively, including both pay rates and benefits. <br />2.12.1 Pay officers at the 67`h percentile, or higher, of the following sample <br />jurisdictions: Balch Springs, Corsicana, Denison, Greenville, Harker Heights, <br />Lamar County S0, Little Elm, Marshall, Mt. Pleasant, Sulphur Springs, Sherman, <br />Terrell, and Texarkana. <br />2.12.2 Routinely compare benefits to those of the sample cities. <br />2.12.3 Develop a seniority step plan by 06/13, to be funded and phased in by 2015-16. <br />5 <br />
