RESOLUTION 2013 -002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS AUTHORIZING AND APPROVING AN APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION FOR A STATEWIDE TRANSPORTATION ENHANCEMENT PROGRAM FOR FUNDING OF A 2.36 MILE ADDITION TO THE TRAIL DE PARIS FROM HERITAGE PARK TO THE RED RIVER VALLEY FAIRGROUNDS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT AND DECLARING AN EFFECTIVE DATE. WHEREAS, The Texas Department of Transportation issued a call for project nominations in September 2012 for communities to apply for federal highway funding assistance made available through the Transportation Enhancement Program; and, WHEREAS, a 2.36 mile addition to the existing Trail de Paris from Heritage Park to the Red River Valley Fairgrounds in the City of Paris will provide improved access and safety for bicyclist and pedestrians to join neighborhoods, schools, parks, fairgrounds and the local boys & girls club further depicted in the aerial map attached hereto as Exhibit "A "; and, WHEREAS, the City proposes repealing Resolution 2012 -089 because of changes in construction estimates and hereby submits a revised nomination requesting federal funding for assistance in the amount of $696,207.00; and WHEREAS, the program requires a minimum 20% local funding match from the City of Paris which in this case is calculated to be approximately $181,014.00 plus 100% of any overruns above the total project estimate of $696,207.00. The City of Paris supports funding this project as shown in the nomination budget (including the minimum 20% local match) and commits to the project's development, implementation, construction, maintenance, management and financing. The City is willing and able to enter into an agreement with TxDOT by resolution or ordinance should the project receive funding; and, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: SECTION 1. That the City Council hereby repeals Resolution 2012 -089 adopted October 12, 2012 and adopts Resolution 2013 -002 approving the submission of the project nomination; and the support and funding of the project should it receive federal funds.
