Minutes <br />Traffic Commission <br />City of Paris <br />The Traffic Commission met on Tuesday, November 06, 2012 at 5:15 P.M. in the <br />Municipal Courtroom with the following members present: <br />1. Jean Schweers <br />2. Barry Shiver <br />3. Jon McFadden <br />4. Joe McCarthy (via phone) <br />The city staff was represented by Asst. Chief Randy Tuttle. <br />Councilman Aaron Jenkins was present as Council liaison. <br />Mr. McFadden called the meeting to order at 5:23pm. A quorum was established <br />with three members present and one via telephone. <br />Mr. McFadden moved to item #2 to approve minutes September 04, 2012 <br />meeting. Ms. Schweers made a motion to approve minutes and was second by <br />Mr. Shiver. Motion carried 4-0. <br />Mr. McFadden then moved to item #3 regarding the discussion and possible <br />action regarding installation of No Parking Zones on the east and west sides of <br />Johnson Woods Drive for the installation of a bicycle lane. Mr. Tuttle informed <br />members that all residents on Johnson Wood Drive affected by this were sent a <br />letter notifying them of this meeting. Mr. Tuttle informed members that this is part <br />of the Safe Route to Schools project and introduced City Engineer Shawn Napier <br />to explain this item. Mr. Napier explained to members that as part of this project a <br />five foot bicycle lane has been proposed on each side of Johnson Woods Drive <br />from Carson Lane north to Clark Lane. Mr. Napier said a No Parking Zone on <br />each side has been requested with certain times to coincide with school hours. <br />Mr. Napier also presented an proposal to members which would allow for a five <br />foot lane on the west side of Johnson woods and a 12 foot lane with parking <br />allowed on the east side of Johnson Woods. Mr. Napier said this option would <br />make the traffic lanes smaller also. After discussion Mr. Shiver made a motion to <br />recommend the five foot bicycle lanes on each side of Johnson Woods Drive with <br />No Parking Zones. Mr. Shiver's motion also included the recommended hours of <br />the No Parking Zone as follows; Monday — Friday in the morning, thirty minutes <br />before the beginning of the school speed zone around Crockett Intermediate <br />School until thirty minutes after the end of the school speed zone.
