AMENDMENTS <br />Any changes in the time frame, character or responsibilities of the parties hereto shall be enacted by <br />a written amendment executed by both parties hereto. <br />20. LEGAL CONSTRUCTION <br />In case one or more of the provisions contained in this agreement shall for any reason be held <br />invalid, illegal or unenforceable in any respect, such invalidity, illegality or unenforceability shall not <br />affect any provision hereof and this agreement shall be construed as if such invalid, illegal, or <br />unenforceable provision had never been contained in this agreement. <br />21. AUDIT <br />The State may conduct an audit or investigation of any aspect of this agreement. The <br />Local Government must provide the State with access to any information the <br />State considers relevant to the investigation or audit. The audit can include, but is not limited to, any <br />contract for construction or maintenance of any facility or structure authorized by this agreement or any <br />contract to provide a service to the Local Government if that service is author- <br />ized by this agreement. <br />22. AUTHORITY OF STATE AUDITOR <br />The state auditor may conduct an audit or investigation of any entity receiving funds from the state <br />directly under the contract or indirectly through a subcontract under the contract. Acceptance of <br />funds directly under the contract or indirectly through a subcontract under this contract acts as <br />acceptance of the authority of the state auditor, under the direction of the legislative audit committee, <br />to conduct an audit or investigation in connection with those funds. An entity that is the subject of an <br />audit or investigation must provide the state auditor with access to any information the state auditor <br />considers relevant to the investigation or audit. <br />23. COMPLIANCE OF THE LAW <br />The Local Government shall comply with all federal, state, and local law, statutes, <br />ordinances, rules and regulations and with the orders and decrees of any courts or administrative <br />bodies or tribunals in any manner affecting the performance of this agreement. <br />24.
