Regular Council Meeting <br />February 11, 2013 <br />Page 2 <br />Consent Agenda <br />Mayor Hashmi inquired of Council Members if they wished to pull any items from the <br />Consent Agenda for discussion. Council Member Wright asked for discussion of item 11 and <br />inquired if the west side park on Bonham Street was included in the park plan. Mr. Godwin said <br />it would be included with regard to usage. Mayor Hashmi asked for discussion on item 10. He <br />said that the City of Paris sold certificates of obligation in the amount of $3,500,000 in 2010 for <br />construction of South Collegiate Drive from Loop 286 to Big Sandy Creek Bridge in conjunction <br />with the Texas Department of Transportation's work on FM 1507. Mayor Hashmi said the <br />contract was completed and the contract closed November 12, 2011 and that the remaining fund <br />balance was approximately $951,000. He said the covenants of the certificate of obligations <br />limit the project where the money can be spent. Mayor Hashmi said his understanding of item <br />10 was that the project was for reconstruction between Clarksville Street and the Big Sandy <br />Creek Bridge, a parking lot for the Trail de Paris and a second entrance into the Police and Court <br />Building. Mayor Hashmi said he said he was not opposed to this project, but questioned if the <br />remaining funds from the certificates of obligation could be spend on this project. Mr. Napier <br />explained the background paragraph of his memo should have read "from South Collegiate Drive <br />from Loop 286 to Clarksville Street." Mr. Anderson read the official statement from the bond <br />and said anything on South Collegiate Drive or anything that fronts South Collegiate Drive is a <br />legal expenditure for those bond proceeds. Mayor Hashmi inquired if the parking lot, road and <br />the extension into the police department were legal expenses. Mr. Anderson said as long as it <br />fronted on South Collegiate and all of those did. Mr. Anderson suggested that staff contact the <br />bond attorney and get something in writing from him. It was a consensus of City Council for <br />staff to contact the bond attorney and bring this item back to the next Council meeting. Council <br />Member Wright questioned why the bonds were sold, the money wasn't used, and the City was <br />paying interest on those bonds. Mr. Anderson explained that after the bonds were sold in 2010, <br />the project bids came in lower than the project estimate and that was why there was remaining <br />money. <br />With the exception of items 6b and 10, a Motion to approve the Consent Agenda was <br />made by Council Member Grossnickle and seconded by Council Member Drake. Motion <br />carried, 7 ayes — 0 nays. <br />5. Approve the minutes from the City Council meeting on January 28, 2013. <br />6. Receive reports and/or minutes from the following boards, commissions, and committees: <br />a. Building and Standards Commission (11-19-2012) <br />b. Traffic Commission (11-6-2012 & 1-8-2013) <br />c. Historic Preservation Commission (1-9-2013) <br />7. Approve ORDINANCE NO. 2013-002: AN ORDINANCE OF THE CITY COLTNCIL <br />OF THE CITY OF PARIS, TEXAS, ISSUING A LICENSE TO DEWEY KEITH HALE <br />DB/A COURTESY CAB COMPANY OF PARIS TO OPERATE A TAXICAB <br />BUSINESS ON THE PUBLIC STREETS OF THE CITY OF PARIS, TEXAS; <br />2 <br />
